Public bug reported:
My Thinkpad X220 runs on intel_cpufreq even when explicitly requesting
intel_pstate=enable via grub. The mainline kernel uses the more recent
intel_pstate even when not explicitly requested so it's not a hardware
issue but a regression in Ubuntu's kernels.

i915.enable_psr=0 intel_pstate=enable vt.handoff=7
$ sudo cpupower -c all frequency-info|grep intel|uniq

mainline kernel 6.19.0-061900daily20260222-generic used for testing that
intel_pstate works fine on this machine.
