Marking as a duplicate of bug #2084610, which describes the same
upgrader failure ("update-manager marked for removal but in the removal
deny list") on the same package version (ubuntu-release-upgrader-core
1:22.04.20) and is the oldest report of the two
Note for #2084610: This bug report contains the most diagnostic actual
upgrader debug log lines:
DEBUG Marking 'ubuntu-desktop' for upgrade
WARNING Can't mark 'ubuntu-desktop' for upgrade (E:Unable to correct
problems, you have held broken packages.)
DEBUG denylist expr 'update-manager$' matches 'update-manager'
DEBUG The package 'update-manager' is marked for removal but it's in the
removal deny list
So the underlying cause appears to be that the upgrader fails to mark
ubuntu-desktop for upgrade (due to held broken packages), and the
cascading attempt to remove update-manager then hits the denylist regex.
