Yes, both users have rights to access audio. As I said, it is only the *first* user that will get sound, regardless of which user that may be. The second user, regardless of which one it is, will not have sound.
Checking with gnome-sound-properties, both users are set up to use Alsa for all 4 devices on that screen, all pointing to the Nvidia CK8S sound adapter on the motherboard. I have removed & purged PulseAudio, rebooted & then re-installed.
