Indeed, you have the u2f-devices interface connected.

Can you temporarily disable your 99-jabra.rules and then share what

  echo $USER; ls -lai /dev/hidraw*
  snap run --shell chromium -c 'echo $USER; ls -lai /dev/hidraw*'

reports?
