I would guess that it is more of a regression from Gutsy. (Although I think that Xubuntu used gnome's screensaver rather than xscreensaver in Gutsy).
When I say that I start up the xscreensaver from the applications menu, I mean that I go to Applications > Settings > Screensaver Settings to open up the xscreensaver gui configuration app. Again, I think that xscreensaver itself works fine, and that this may just be a configuration issue - that the package needs to be configured to start at boot.
