I opened a question, and the answer I got was that this behaviour may be
difficult to change. However, it still counts as a bug because of the
unintuitive behaviour, so I'm confirming it as such. I'm not sure
whether this is a compiz bug or not, but I'm leaving it be for now.

The menus such as Applications, Places, and System, as well as tooltips,
