Apparently you are using Gutsy-Backports, there is simply no backport of
extragear-plasma, so either use our regular updated PPA
http://kubuntu.org/announcements/kde-4.0.php or/and file a backport
request for extragear-plasma in the gutsy-backports bug tracker.
