Not sure if my issue is for the same cause. I am getting the dracut Warning: reboot failed message and the drop to the dracut shell.
However, just before the warning message the output has: [ OK ] Reached target reboot.target - System Reboot. E: not a regular file: [ 524.869143] darcut Warning: reboot failed! I can do a power off and on and the OS seems to boot successfully and runs, but when I do a shutdown -r now it seems to go through the shutdown process successfully until the error. This is on a VM Client under libvirt/KVM using the VirtIO Disk and LVM volume formatted ext4 One note is I use molly-guard, but as that kicks in just after the shutdown command not thinking its getting in the way. Can attach the rdsosreport.txt if needed, and I can get it off the system.
