I have now managed to reproduce this upgrade failure. The issue can be encountered by first installing lintian and ubuntu-desktop in a fresh Noble container before upgrading. As ubuntu-desktop is a large meta package, I suspect a subset of this meta package is affecting the upgrade of lintian.
