Public bug reported:
I have seen this a few times and am making sure its not my mistake. When
I shut down my desktop, I hit system/quit/shut down. once in a while it
will start back up like I hit the restart icon. I have been making
doubly sure that I hit the shut down icon every time, but once in a
while it will restart the computer.
