Public bug reported:

After testing upgrading from Ubuntu 24.04 (Noble) to Ubuntu 26.04
(Resolute) by running "do-release-upgrade -d", both
/etc/logrotate.d/cloud-init (owned by the cloud-init package) and
/etc/logrotate.d/cloud-init-base (owned by the cloud-init-base package)
are present simultaneously. Both contain an identical entry for
/var/log/cloud-init*.log, causing logrotate to fail:

error: cloud-init-base:1 duplicate log entry for /var/log/cloud-init*.log
error: found error in file cloud-init-base, skipping
logrotate.service: Failed with result 'exit-code'.
```

A workaround is to manually remove one of the files.
