No, sorry, I wasn't clear.

Forcing the reinstall results in the same issue. There's no (long-term)
solution.

The symlinks are all pointing to the correct place, in my case
Europe\London.

It doesn't matter how many times I force the reinstall, the London file
is this simple text, i.e. "Europe/London".

This, to me, suggests a scripting issue but I can't figure out where
this might be. On a chroot on my home PC, Europe/London is correct. I
also tried an LXC image and this is correct.

I need to remind myself how to get a cloud image and I'll try that and
report back.
