Saïvann is correct I found out about the bug #173890 when I was trying to install Flash on Firefox, apt did stop the install but it did not report it to the Synaptic Packet Manager. This could possibly happen to any program that had a md5sum mismatch, so in summary: The problem with bug #173890 seems to be a md5sum mismatch, and The problem with bug #182498 seems to be the Synaptic Packet Manager is not detecting that the program has not installed.
