This confused me a little, since you are not supposed to be able to
upgrade from 22.04 to 26.04 directly. However, looking at the dpkg
history log it seems like you are upgrading from 24.04. Am I correct?
Anyway, I was not able to reproduce this. Maybe it is related to your
sshd_config, since the error happens on the old openssh-server postinst.
Could you attach it to this bug report so we can investigate further?
