For the laptop screen I would personally check what the backlight
brightness level in the kernel is in /sys/class/backlight/ where you can
read and write its value. For the external monitor I would also suspect
a faulty backlight.
The glitch at 1:19 in your video though looks like a different problem
again. It seems to follow the outline of the regions being updated on
screen so please try making this change in /etc/environment:
CLUTTER_PAINT=disable-clipped-redraws
and then reboot.
Or you can apply the same change temporarily in:
Alt+F2 > "lg" > Flags > DISABLE_CLIPPED_REDRAWS (toggle this on)
