Public bug reported:

so basically when i plug out and then plug back instantly my laptop (dell
vostro 3425 with a ryzen 5 5625u cpu, if it helps) it doesnt detect charging,
and detects it as 'not charging' (as in just using ac power), when in reality
it is actually charging.
it does show its charging after a while (likely when battery percentage
increases by 1%), but its annoying.
also one more thing, the thermals and cpu usage are also off, but that is
likely bios issues with the new bios which dell pushed... since the same issues
were spotted on another laptop of mine which ran windows.
