I’m experiencing the same issue. Please see the attached video.
I already tried enabling the DISABLE_CLIPPED_REDRAWS flag, but the issue
persists.
I also made the following changes in /etc/environment:
MUTTER_DEBUG_FORCE_RENDER_SOURCE=0
COGL_DISABLE_GL_EXTENSIONS=EXT_buffer_age,KHR_partial_update
However, that didn’t solve the issue either.

When I change the monitors’ refresh rate in GNOME Settings, for example,
from 60 Hz to 75 Hz, or from 75 Hz to 60 Hz, the issue stops for a
while.
