** Description changed:
I don't know how to write bug reports. I reached out on Reddit and they
asked me to file the bug here.

+ SRU
+
+ [ Impact
+
+ * Renders the annotation tool in spectacle the KDE/Kubuntu unusable in
+ its default configuration.
+
+ * This change restores building with opencv, which is and was the
+ upstream developers intention for distros shipping the tool.
+
+ [ Test Plan ]
+
+ * Take a screenshot of some form with spectacle.
+ * Click edit to allow annotation.
+ * Add an arrow/line/text to confirm that there is not bounding black box
runing the annotation.
+
+ [ Where problems could occur ]
+
+ * Risk should be minimal, as we are restoring what upstream intended.
+ * However, several other packages use the tool. Skanpage and neochat. If
possible it should be checked that the tool works correctly in those also.

From Rik
Using the arrow/line/text annotation tool in spectacle result in a black
box background instead of the intended shadow, resulting in the
annotation tool being unusable in most cases.
From the KDE bug report:
"As it turns out, we made a mistake in KQuickImageEditor's
CMakeLists.txt file. We forgot to put REQUIRED in the part that searches
for OpenCV. If OpenCV is already installed in the build environment,
then it will be used, but distros often don't put packages into their
build environments unless they're required. If OpenCV is not available,
there is a message about how not using OpenCV will make the blur worse.
I suppose Debian packagers didn't see that or didn't think it was
important enough to build with OpenCV when we didn't mark it as
required."
Fixed in Debian by adding opencv build dependencies.
