This bug was fixed in the package rocblas - 7.1.1-0ubuntu1

---------------
rocblas (7.1.1-0ubuntu1) stonking; urgency=medium

  * New upstream version 7.1.1 (LP: #2150579)
  * d/p/move-tensile-library-into-versioned-subdir.patch, d/rules,
    d/librocblas5.lintian-overrides: fix Tensile library install path
    drift. The patch used the full ROCBLAS_VERSION_STRING (MAJOR.MINOR.PATCH)
    in the runtime lookup path while d/rules hardcoded the install path as
    5.1.0; upstream bumped VERSION_STRING to 5.1.1 in the 7.1.1 source
    release, so rocblas-test aborted with "Cannot read
    .../rocblas/library/TensileLibrary.dat". Switch the patch to use only
    ROCBLAS_VERSION_MAJOR and align d/rules to
    /usr/lib/<multiarch>/rocblas/5; the path is now stable across minor
    and patch releases and only changes on an ABI break.
  * d/p/Enable-changing-directory-for-test-data.patch: when
    INSTALL_TEST_DATA_DIR is set, fall back to the path next to the
    rocblas-test binary if the data file is not present at the install
    path. Lets the build-time test in d/rules find rocblas_gtest.data,
    which only lands at INSTALL_TEST_DATA_DIR after dh_auto_install --
    runs after dh_auto_test.
  * d/rules: fix BUILD_CLIENTS_TESTS expansion. The previous
    $(or $(filter ON,...),OFF) emitted "ON ON" when both FEATURE_CHECK
    and FEATURE_INSTTEST were ON, which CMake parsed as a stray extra
    source path. Use $(if ...) so the variable is always a single token.
