I wasn't able to reproduce this during a "normal" upgrade, e.g.,

apt -y full-upgrade \
  localsearch-extractor-office \
  localsearch-extractor-ffmpeg \
  localsearch-extractor-iso

But I did after holding tracker-extract. Maybe this relates to your "su
pension", although not sure what you meant by that exactly,

# apt-mark hold tracker-extract
tracker-extract set on hold.
# apt -y install localsearch-extractor-office
...
Unpacking localsearch-extractor-office (3.11.0-1ubuntu1) ...
dpkg: error processing archive

Looks like the bug is that the new subpackages should *also* have
Breaks/Replaces on the older tracker-extract, in addition to the new
localsearch package.
