I add some information I gathered through interactions in Ubuntu
Discourse.

In the output of "/usr/libexec/xdg-desktop-portal -v -r", after opening
Firefox, opening a PDF with an external application and closing Firefox
again, the following can be seen:

I've been told that after opening 3 times with the same application,
Firefox should open PDF directly with that application without showing
the list of "recommended handlers". The count starts at 0 / 3 and gets
updated to 1 / 3. If I keep opening the PDF file and closing it, at some
point it shows again 0 / 3 and goes to 1 / 3, but it never goes above 1.
So it never reaches 3 / 3.
