Looks like this has been fixed for a while. Even Ubuntu 22.04 links to
the suggested repository
(https://packages.ubuntu.com/jammy/libapache2-mod-evasive)

And then Ubuntu 25.10 and later switched to what I understand to be the
currently maintained fork based on the Debian bug
https://packages.ubuntu.com/questing/libapache2-mod-evasive
