Hello,
The certificate is a private/auto-signed certification used for bootstrap server
for system that has a large offset.
It is normal that we do not have the CA Issuer certificate.
Can you provide more insights about the system state by doing:
$ timedatectl
$ chronyc -N sources
$ chronyc -N authdata
