Thank you for taking the time to report this bug and helping to make
Ubuntu better. The relevant dpkg terminal log says:

```
Removing now unused /etc/timezone.
rm: cannot remove '/etc/timezone': Is a directory
```

/etc/timezone should never have been a directory. Please remove this
directory. Then you should be able to continue the upgrade.

Can you tell me what is inside the directory?

ls -al /etc/timezone

** Changed in: tzdata (Ubuntu)
       Status: New => Incomplete
