I have a Framework 13 laptop with a fingerprint reader, I use SDDM as
the display manager. Out of the box the fingerprint reader doesn't work
on the lockscreen, e.g after locking the screen or after having the
laptop sleep and then resume.

To workaround that I had to create the file /etc/pam.d/kde-fingerprint with:
#%PAM-1.0
auth    required    pam_fprintd.so max_tries=2 timeout=10

And add the following lines to the top of /etc/pam.d/kde:
#%PAM-1.0
auth    sufficient  pam_unix.so try_first_pass likeauth nullok
auth    sufficient  pam_fprintd.so max_tries=2 timeout=10
