Public bug reported:
Fresh install of 26.04 server into a hyper-v VM. If hyper-v dynamic memory is
enabled, after 5 minutes the CPU shows multiple system processes at 100% and
OOM killer messages start getting printed to the console followed by a reboot.
"linux-virtual linux-cloud-tools-virtual linux-tools-virtual" all installed in
the VM.
The issue happens with both the generic and azure kernels.
Disabling dynamic memory in the VM config fixes the issue, but this was never a
problem with 24.04
