The AppArmor profile for ubuntu_pro_esm_cache needs the 'perfmon'
capability added. Based on the denial log, the 'ps' command running
under this profile requires capability 38 (perfmon).

The fix is to add:
  capability perfmon,

to the ubuntu_pro_esm_cache AppArmor profile, likely in
/etc/apparmor.d/ or wherever the profile is generated during package
build.

This should resolve the audit denial seen on boot.
