does anyone have experience, is this safe to do on ubuntu 20.04 and
higher?

# rm -f /etc/sysctl.conf /etc/sysctl.d/99-sysctl.conf
# ln -vfs sysctl.d/99-sysctl.conf /etc/sysctl.conf
'/etc/sysctl.conf' -> 'sysctl.d/99-sysctl.conf'
# and to store the actual values in /etc/sysctl.d/99-sysctl.conf
