Public bug reported:
On Ubuntu 26.04 (and any system with the GPGME 2.0 SONAME transition
libgpgme11 -> libgpgme45), the initramfs hook at /usr/share/initramfs-
tools/hooks/mandos queries only libgpgme11t64 and libgpgme11 via dpkg-
query.
Neither is installed, so gpg-agent is never added to the initramfs.
Because GnuPG 2.x cannot import or use secret keys without gpg-agent.
