I can reproduce this on two Ubuntu 26.04 machines with Datalogic QM2131
barcode scanners used as USB HID keyboards.
The scanner is detected correctly and an input event device is created,
but GNOME applications do not receive any typed input from it.
Example affected device:
05f9:221a Datalogic ADC, Inc. Handheld Barcode Scanner
The event device exists:
/dev/input/event3
ID_INPUT_KEYBOARD=1
ID_USB_INTERFACES=:030101:
But the live udev tags only show:
TAGS=:power-switch:
The parent input device is missing normal seat properties. Running
udevadm test shows:

On another affected machine, gnome-shell logged:

Expected:
The HID keyboard scanner should be assigned to the active graphical seat
and type into focused text fields.
Actual:
The scanner is detected, but GNOME/Wayland apps receive no input.
