Please sync numba 0.65.1+dfsg-2 (universe) from Debian unstable (main)
Explanation of the Ubuntu delta and why it can be dropped:
* Skip one crashing test, and one failing test on ppc64el.
* Skip one crashing test, and one failing test on ppc64el.
* No-change rebuild to drop Python 3.13 bits.
Test patch successfully forwarded upstream.
