Once RCCL gets fully folded into ROCm/rocm-systems, the Debian packaging
will need to be updated accordingly. This includes, but is not limited
to:
- migrating debian/watch to track the new monorepo release location and tag
format
- updating debian/upstream/metadata, debian/control
- revising debian/copyright to reflect the monorepo source layout and licensing
coverage
