* New upstream version 7.1.1 (LP: #2148498)
* d/p/0023-compat-hipLibraryLoad-single-pointer.patch: add C++ inline
overloads to restore source-level backwards compatibility for
hipLibraryLoadData() and hipLibraryLoadFromFile() after upstream fixed
their hipJitOption** / hipLibraryOption** double-pointer signatures to
single pointers in 7.1.1 (aligning with the CUDA cuLibraryLoadData API)
