Thanks for reporting this bug and help making Ubuntu better.
As per your dpkg logs, there is a docker-compose-plugin package
installed in the system which also owns /usr/libexec/docker/cli-
plugins/docker-compose.
This docker-compose-plugin is not shipped by Ubuntu (is this an upstream
provided package?). Therefore, this is not a supported use case. Since
the package seems to specifically target Ubuntu, maybe that package
should conflict/replace docker-compose? That would be a request for the
package provider though.
