Public bug reported:

The following configuration options will allow PCIe FPGA devices to
provide memory mapped access to IP cores in the same manner as FPGA-ARM
based SoC solutions using existing drivers.

- CONFIG_OF=y
- CONFIG_OF_OVERLAY=y
- CONFIG_DTC=y
- CONFIG_PCI_DYNAMIC_OF_NODES=y

This has been requested by AMD. Without these options enabled new
drivers will need to be written just for the x86 platform.
