This seems to be independent of the dock, and the workaround seems to be forcing power state of the tb bus in bios, or just unplugging and plugging back the dock, to force the tb bus to wake up. if I can describe a core issue, it is that the tb driver ignores user facing system power settings, or possibly has no associated user configuration interface.
