Ubuntu Dock failed focus switching:

Expected Behavior:

When I have an app that is open but not pinned to the dock in position N
(where N is a number from 1 to 9), then the shortcut Super+N should
switch focus to that app.

Example: I have Firefox and VS Code pinned in positions 1 and 2
respectively.  Switching to them via Super+1 or Super+2 always works.  I
currently have the Gnome Document Viewer and KeePass XC open in
positions 3 and 4, not pinned.  I would expect Super+3 to switch to the
Document Viewer and Super+4 to switch to KeePass XC.

Actual Behavior:

Maybe 40 percent of the time, nothing happens upon attempting to switch
to a particular unpinned but open app.  This doesn't happen all the time
though; sometimes switching to an unpinned app works fine.

In the example above: Switching to pinned apps Firefox and VS Code works
fine, but Super+3 and Super+4 do nothing.

Additionally, sometimes specific positions seem to work fine while
others don't. For example: I have just reproduced this by opening the
following programs: (1) Firefox (pinned), (2) VS Code (pinned), (3)
Document Viewer, (4) KeePassXC, (5) Files, (6) Calculator, (7)
Characters, (8) GNU Cash.  Out of these, Super+7 correctly switches to
Characters (and the pinned apps work fine), but all other unpinned apps
cannot be focused with the shortcut.  It is worth noting that this
behavior seems dependent on the *position*, not the app. For instance, I
have just closed Characters so that GNU Cash is in position (7), and
Super+7 still switches focus to GNU Cash.  If I re-open Characters in
position (8), Super+8 continues to do nothing.

Reproduction in general:

Unsure. I have failed to find a pattern in when this bug appears, why it
works 100% sometimes, and why some positions randomly work even when all
others are not.
