Public bug reported:

I used `do-release-upgrade` on a functional Ubuntu 22.04LTS system to
upgrade it to 24.04, and this completely broke freeradius.

The freshly booted 22.04 system didn't even have the appropriate
freeradius-common / freeradius-* other packages installed, and the
systemd service was masked. During the upgrade, I was prompted about
changes made to the old config files in /etc/freeradius/3.0, and I chose
to _keep_ all of my own files as the changes are necessary for a
properly working system.

My config *was* left intact at /etc/freeradius/3.0 but directory
ownership was changed to root:root (default is freeradius:freeradius
with modified permissions).

My expectation was that `do-release-upgrade` would be "safe," and if
something was going to be severely broken like this or require manual
intervention, I would be warned about it somehow.
