Verification: Starting on a minimal install of Ubuntu Desktop 25.10, I've removed the ubuntu-desktop-minimal metapackage (and I had to manually mark all dependencies as manual, otherwise apt considered them for autoremove), then upgraded to 25.10 and saw that the Ubuntu extensions were missing. Enabled resolute-proposed and upgraded ubuntu-session to version 50.0-0ubuntu3.2, which also caused the install of gnome-shell-ubuntu-extensions. After reboot, the extensions were back and the Settings > Ubuntu Desktop page loads correctly.
