Okay, back to this bug. This does look like a fairly classic case of having external sources configured, for which the upgrader can't calculate a dist-upgrade to resolute. Have you tried the suggestion from the release-upgrader? While the version of lynis and syncthing is probably quite behind in noble, reverting them to the archive version may then permit the upgrade to proceed and the resolute versions are probably quite a bit closer to upstream (in case you're relying on any features from the newer versions).
