language-pack-se has not been built since Ubuntu 14.04 (Trusty Tahr) in
2014 and Northern Sámi was removed from Ubuntu's language configuration
list at that time.

The 10% translation threshold has now been passed.

Could there be an additional step required to re-enable Northern Sámi in
the language-pack generation process?
