MIR Ack to carry forward the former state

Sadly none have an old MIR, they seem to be in since the dark times.

 this is not meant to gate you, but I'd expect this to be upgraded to a 
re-review request please.
I'll keep the bug open and re-assign this to you for that.


Formerly all have been in main, no extra excludes: libenchant-2-dev 
libenchant-2-2 libenchant-2-voikko enchant-2
The new has transitionals for the old names and need the following in main: 
enchant libenchant-dev libenchant-2-2
Nothing seems to need libenchant-2-voikko (only a suggests) right now.

Only is in proposed right now:
 enchant | 2.8.16+dfsg-3 | stonking-proposed/universe | source, amd64, amd64v3, 
arm64, armhf, i386, ppc64el, riscv64, s390x

This would also be ready, but I hit yet another of:
No known owning team subscribed to 'enchant'. Do you really want to promote?
