I've had this same issue, a KERNEL PANIC! randomly occurred for me 5-10
minutes in to booting Ubuntu 26.04 with the kernel at 7.0.0-22-generic.
Mine included a blanket of green/purple noise over the screen - see
attached photo I took with my phone. Other than that the description
given by the OP is very similar.
This was after encountering multiple freezes while trying to apply the
dist upgrade in the first place (I escaped these using Magic
SysRq/REISUB method, booted into old/stable kernel, masked various snapd
services using systemctl in order to proceed with dpkg, then unmasked
them later to complete).
As a workaround I'm just sticking with my trusty old 6.17.0-35-generic
kernel (I pinned this by putting GRUB_DEFAULT="Advanced options for
Ubuntu>Ubuntu, with Linux 6.17.0-35-generic" in /etc/default/grub).
Here's some detail about my system in case useful (modelled on the OP,

Working kernel: 6.17.0-35-generic
System: Lenovo ThinkPad X1 Carbon

BIOS version: N32ETA1W (1.77 )
Architecture: x86_64
Ubuntu release: 26.04 "Resolute Raccoon"
No external PPAs for kernel packages
GPU: Intel TigerLake-LP GT2 [Iris Xe Graphics] (rev 01)
Subsystem: Lenovo Device 22d5
Kernel driver in use: i915
Kernel modules: i915, xe

After upgrading to linux-image-7.0.0-22-generic on Ubuntu 26.04
"Resolute Raccoon", the system fails to boot and shows a kernel panic.
The previous kernel (7.0.0-15-generic) boots normally.
