I changed the apparmor profile (/etc/apparmor.d/usr.sbin.ptp4l) and
added 'attach_disconnected' like this:
profile ptp4l /usr/sbin/ptp4l flags=(complain,attach_disconnected) {
And now the issue seems to be resolved.
