With network-manager as backend and when netplan apply is called without
sudo permissions, a uncaught exception leads to the crash. Though the
error is not indicating any invalid state in the system, the error
needs to be caught and handled correctly. This gets reported as crash by
apport and can lead to more crash reports that we may need to triage.
