SRU Justification

[Impact]

Request from EDATEC to enable support for the EDATEC 10" and 7" display panels.
Support is in the Raspberry Pi Linux tree (for kernel 6.18 and 7.0), however
missing in Ubuntu 26.04 linux-raspi.

[Fix]

Pull EDA's patches from the upstream Raspberry Pi tree (rpi-7.0.y branch). The 
set
of patches include:
  - 064b1287a908b drm/panel: ilitek-ili9881c: Add support for edatec 101c panel
  - fc62630bcc00c regulator: edatec-panel-regulator: Add edatec panel regulator 
driver
  - dbe2ec9ab2d36 arm64: defconfig: Enable CONFIG_REGULATOR_EDATEC_PANEL as 
module
  - f0822c52dbadb arm64: dts: overlays: add edatec 101c and 070c DSI panel 
overlays

Also configure the regulator driver to be built as a module.

[Test Plan]

* Compile tested
* Boot tested
* No impacts to existing features found

Install the build packages and the correct config.txt, reboot the machine and 
display
on the panels should come on. First thing visible will be the boot logo.

[Regression potential]

Relatively low, as changes are from upstream. There are additions to the ILITEK
ILI9881C driver, hence regressions may come from this driver. The additions
are however purely additions, with no changes to existing functionality, so the
probability of regression is low.
