Public bug reported:

On Ubuntu 26.04, following a file via a symlink using `tail -f
<symlink>` doesn't work. tail does display the end of the file, but
never shows additional content written to the file.

`gnutail -f <symlink>` on the same symlink and file works correctly.

** Affects: rust-coreutils (Ubuntu)
     Importance: Undecided
         Status: New
