* Merge with Debian (LP: #2151235); remaining changes:
- Apply patch to build for RV23 baseline on riscv64.
- Don't apply the lldb/test-disable-lldb-i386 patch.
- Regenerate the control file.
- Add python3-yaml build dependency.
- Always require python3-myst-parser.
