Public bug reported:

Due to the planned architecture changes for integration of hwctl with
gnome-control-center and other front-ends, and for increased security,
the HWCTL package will be snap-only from now onward. This requires:

- adding the snap to the ISO seeds, to install it during OS installation
- modifying the hwctl .deb package to transform it into a dummy package that 
just installs the hwctl snap, to migrate any already-installed OS
- remove the hwctl dependency from the ubuntu-desktop, ubuntu-desktop-minimal 
and ubuntu-server-minimal .deb packages.

The corresponding SRUs will be required for Resolute, after the patches
have been merged on Stonking.
