Same error in Jammy:

ubuntu@Jammy:~$ /usr/lib/arch-test/powerpcspe
qemu: uncaught target signal 4 (Illegal instruction) - core dumped
Illegal instruction (core dumped)

The powerpcspe architecture was dropped from GCC 9 in 2018.
https://gcc.gnu.org/git/?p=gcc.git;a=commitdiff;h=b31d0348ddada49453e3edaaf93a423fdc61dc79

Should we just drop the detection of powerpcspe from the arch-test
package as it never reported this architecture as supported and the
architecture has no obvious relevance?
